In mid-December 2019, a federal judge ruled that the U.S. Army Corps of Engineers is liable for the damage caused by the decision made to retain floodwaters upstream of the Addicks and Barker reservoirs during Hurricane Harvey in August 2017. This decision caused widespread flooding of Houston area homes and businesses. 

Hurricane Harvey, the largest storm in the United States’ recorded history, resulted in an average of more than 33 inches of rain over four days. Court records state that some parts of Houston saw over 50 inches of rain during this short period.

In a victory against the government, a federal judge ruled that the flood damage above the two dams that span Harris and Fort Bend counties was a foreseeable result of the government’s actions.
